A secure soldier, nonetheless, he is unfit for a Command role as he lacks the necassary drive and independence, possibly due to an excess of indoctrination immediately following his units first failed mission. Possibly fit for assassination training, further observation by his handler would be required to allow 534 access to such training.

Additional Information: Due to a suppressed fear of returning to Psy ops, 534 has tried to prove himself useful to Manticore any way that he can. He has tried to show himself as the ideal soldier, and to an extent, has succeeded. He feels unconfident in his unit since they failed a group mission, and so has tried to prove himself fit for solo missions.
